It has become increasingly challenging to find year-round housing on Martha’s Vineyard, and many Brazilian Islanders are facing the unpleasant reality that demand is higher than supply. Recently I met with David Vigneault of the Dukes County Regional Housing Authority to understand how applying for affordable housing could potentially work for Brazilians in need of a home.

The Massachusetts Department of Housing and Community Development is currently accepting applications from couples and individuals for the 6 Water Street rental housing complex now under construction behind Stop and Shop at Five Corners in Vineyard Haven. The building has six one-bedroom apartments, with rents set at $728 and $882. The rental prices include hot water, heat, and electricity, but not water and sewer. Each of the six one-bedroom apartments is approximately 570 square feet in size, with a full kitchen and one bathroom, along with a hookup for a ventless condenser dryer and washing machine. The three first-floor apartments offer accommodations for physically challenged individuals. There is no on-site parking available; however, there is year-round parking available at the Tisbury Park and Ride.

There are two steps to the application. The first step is to fill out a standard application for rental housing, which is available at the Vineyard Housing Office, located at 346 State Road in Vineyard Haven, online at ihtmv.org or by phone at 508-693-4419. The applications are due Monday, May 30, 2016.

On the first application, you will have to answer questions such as how many people will live on the premises; what is your income before deductions; what are your current expenses (such as how much you spend on childcare); if the applicant has a criminal record. Once the application is completed and reviewed, it could become eligible for the qualifying lottery. Applicants will receive notification of the results of the review, and will be informed of the date and time of the lottery. Applicants are not required to be present at the lottery.

The second part of the application will require documentation, such as an employment verification form, tax returns, bank account verification form, and a CORI (Criminal Offender Record Information) request form. Anyone can request a CORI; Brazilians who don’t yet have a Social Security number can enter nine zeros where the Social Security number is required as this form goes by name and date of birth; the form must be notarized. The staff at the Dukes County Regional Housing Authority will contact the applicants and request the additional information required for final review. If the application is eligible, the unit will be shown and offered for a one-year lease. If the application is ineligible, applicants will be given notice and the opportunity to appeal the determination.

Vem se tornando cada vez mais difícil encontrar uma moradia em Martha’s Vineyard, e muitos brasileiros da ilha estão conhecendo essa triste realidade quando a procura fica superior à oferta. Recentemente, encontrei-me com David Vigneault do Dukes County Regional Housing Authority para entender como a disputa por uma residência a preços acessíveis poderia funcionar para os brasileiros que precisam de um lar.

O Departamento de Habitação e Desenvolvimento Comunitário de Massachusetts está aceitando candidaturas de casais e solteiros para o 6 Water Street, conjunto habitacional em construção atrás do Stop and Shop em Vineyard Haven. O prédio tem seis apartamentos de quarto único, com aluguel entre $728 e $882. Os preços incluem água quente, aquecimento e eletricidade, mas não água e esgoto. Cada um dos seis apartamentos de um quarto é de aproximadamente 52 metros quadrados, com uma cozinha completa e banheiro, juntamente com uma conexão para uma máquina de lavar e secar. Os três apartamentos do primeiro andar oferecem acomodações para pessoas com necessidades especiais. A segunda parte da aplicação irá exigir documentação, como um formulário de certificação de emprego, declarações fiscais, comprovante de conta bancária e uma certificação do CORI (certidão de antecedentes criminais nos Estados Unidos). Qualquer pessoa pode solicitar um CORI; Brasileiros que ainda não têm um número de Segurança Social(SS) podem preeencher a aplicação com nove zeros onde o número do social é solicitado, já que este formulário busca o nome e data de nascimento; o formulário deve ser reconhecido por um notário público quando submetido. A equipe do Dukes County Regional Housing Authority entrará em contato com os candidatos e solicitará informações adicionais para a avaliação final. Se o pedido for elegível, a unidade será apresentada e oferecido um contrato de aluguel por um ano. Se o pedido for inelegível, os candidatos serão notificados e terão a oportunidade de recorrer da decisão.
