INVITATION FOR BIDS
The Martha's Vineyard Airport Commission invites bids on the forms provided, all blanks of which must be appropriately filled in. Bids will be received at the Martha's Vineyard Airport, 71 Airport Road, Vineyard Haven, MA 02568 (Mailing Address for the U.S. Post Office), and 71 Airport Road, West Tisbury, MA 02575 (Physical Address for FedEx/UPS/DHL/or other delivery service) until 2:00 pm local time, Wednesday, April 14, 2010 and then publicly opened and read aloud.
The entire bid package must be filled out, with five (5) copies accompanying the original. All six (6) copies shall be sealed in an envelope addressed and designated as follows: "Reconstruct Airport Road and Reconstruct And Widen Hangar Road North"
A pre-bid conference will be held at the office of the Airport Manager at the Martha's Vineyard Airport, 71 Airport Road, West Tisbury, Massachusetts 02575, at 10:00 am, Tuesday, March 30, 2010. Contractor attendance is highly recommended but not mandatory.

When copies of Drawings and Specifications are taken out, a deposit of $50.00 will be required for each complete set of Drawings and Specifications. Check shall be made payable to the Martha's Vineyard Airport Commission. This deposit will be refunded in full upon the return of the complete set of Drawings and Specifications in good condition to the office of Jacobs Engineering, at the bid opening, or within ten calendar days thereafter. No refund will be made for documents received after this period. Requests to mail copies of Drawings and Specifications will be honored only upon receipt, for each set, of an additional $30.00 mailing fee (separate check made payable to Jacobs Engineering) which is non-returnable.
Requests to express mail (overnight, etc.) copies of Drawings and Specifications will be honored only after receiving the $50.00 deposit and the express mail account number from the party requesting each set of Drawings and Specifications. The $30.00 mailing fee is not required if express mail service is requested.
The proposed development to be accomplished under this Contract will be subject to the Federal Equal Employment Opportunity (EEO) requirements of 41 CFR Part 60 and Title VI of the Civil Rights Act; the Commonwealth of Massachusetts EEO, Anti-Descrimination and Affirmative Action Programs; and the Town of West Tisbury Affirmative Action Plan and Disadvantaged Business Enterprise Plan set aside for this work.
All Federal, State and local DBE/MBE/WBE forms and documentation including Letters of Intent must be submitted with the bid. SOMWBA Certification of DBE's is a requirement. Assurance and/or Certification statements of the Bidder as provided in the bid documents must be executed (signed) and submitted at the time of the bid opening. These certifications are intended to satisfy the Federal Aviation Administration (FAA), Massachusetts DOT, Aeronautics Division, and City laws relative to the to the non-segregation, non-descrimination, and DBE practices.
Attention of bidders is particularly called to the requirements as to conditions of employment, the minimum wage rates to be paid under this contract and to procedures under the appropriate sections, as amended, of the General Laws of Massachusetts and the Federal Government.

INVITATION FOR BIDS
"NEW GAZEBO - HYANNIS TERMINAL"
CONTRACT NO. 06-10
The Woods Hole, Martha's Vineyard and Nantucket Steamship Authority will accept sealed bids for the "New Gazebo - Hyannis Terminal" during regular business hours at the Steamship Authority's Procurement Office, located at its Woods Hole Terminal, One Railroad Avenue, PO Box 284, Woods Hole, MA 02543 until 2:00 p.m. prevailing time on Thursday, April 8, 2010 at which time and place they will be publicly opened.
Bid documents should be available on or about March 19, 2010 and may be obtained from the Steamship Authority's Procurement office by calling 508-548-5011, extension 515. A $15.00 non-refundable mailing fee and a $100.00 refundable deposit are required in order to obtain the Bid documents. The mailing fee and deposit must be separate checks made out to the Steamship Authority. A FedEx account number is acceptable in lieu of the mailing fee.
The proposed scope of work requires the services of a contractor who is DCAM certified in General Building Construction to construct a gazebo on an existing timber pier at the Hyannis Terminal, located at 69 South Street, Hyannis, MA. The wood/steel open structure will be 84 feet long by 20 feet wide and will require miscellaneous lighting (No Filed Sub-Bids). Work shall include furnishing all materials, labor, equipment, and transportation necessary to complete this project. The anticipated construction schedule will be on or about April 21, 2010 thru May 26, 2010.
The Contractor will be required to pay prevailing rates of wages for all work performed on the project in accordance with the schedule of minimum wage rates issued for the projects by the Massachusetts Department of Labor and Workforce Development, Division of Occupational Safety under the provisions of Mass. G.L.c.149, §§ 26 and 27.
All submitted bids must be accompanied by a bid deposit in the form of a bid bond, or cash, or a certified check on, or a treasurer's or cashier's check issued by, a responsible bank or trust company, payable to the "Woods Hole, Martha's Vineyard and Nantucket Steamship Authority" in the name of which the contract for the work is to be executed. The amount of such bid deposit shall be five percent (5%) of the TOTAL CONTRACT PRICE set forth in the bid.
The Steamship Authority reserves the right to reject any or all bids or make the award with or without modifications and determined to be in the best interest of the Authority.

The Woods Hole, Martha's Vineyard and Nantucket Steamship Authority will accept sealed bids to "Supply, Deliver & Installation Oversight of Two (2) Steel Vehicle Lift Decks, Two (2) Aluminum Freight Deck Doors & a Duplex Electro Hydraulic Power System Onboard the M/V Eagle" during regular business hours at the Steamship Authority's Procurement Office, located at its Woods Hole Terminal, One Railroad Avenue, P.O. Box 284, Woods Hole, MA 02543, until 2:00 p.m. prevailing time on Tuesday, April 6, 2010 at which time and place they will be publicly opened.
The Contractor will be required to perform this work while the vessel is in for a mid-life overhaul with a location to be determined at a later date. The Steamship Authority does however assume the location will be an east coast or gulf coast shipyard. Estimated delivery of materials for this project should begin around January 1, 2011.

FCC PUBLIC NOTICE FOR
CONSTRUCTION PERMIT APPLICATION
Public Notice: Martha's Vineyard Community Radio, Inc. (MVCR) has filed an FCC application on February 23, 2010, for a Construction Permit for a Non-Commercial Educational (NCE) FM Broadcast station. The call letters are not yet determined, this Class A NCE FM Broadcast station will have a signal of 6kW operating on FM channel 282, 104.3 MHz, allocated to West Tisbury, MA. MVCR will have its studios at 40 Peace Gate Way and the transmitter and antenna is located 41-22-4.59N and 70-41-3.89W, interconnected by a Studio Transmitter Link, due to the unavailability of facilities in West Tisbury. MVCR is comprised of Island residents: Paul Munafo, President and Board member; Marta Camargo, Chairperson of the Board; Diana Reilly, Bob Lee, members of the Board; James Glavin, Clerk/Treasurer and Board member. This application is available for public inspection during regular business hours at 40 Peace Gate Way, Tisbury, MA or from the FCC, Washington, DC 20554. Persons who wish to advise the FCC of facts relating to this application should file comments and petitions with the FCC prior to March 23, 2010.
