RENOVATIONS TO WATER
DISTRIBUTION PUMP HOUSE
AQUINNAH WAMPANOAG TRIBAL HOUSING AUTHORITY

The work consists of the expansion of the existing well house, elimination of the existing hydropneumatic pressure system, installation of an above-ground storage tank, associated site improvements, and a variable frequency drive water booster station. Copies of the Contract Documents may be obtained from the Tribal Housing Authority, 24 Totopinnumayak, Aquinnah, MA 02535 (508) 645-2711, upon payment of a non-refundable fee of $80.00 per set. Partial sets will not be distributed. All requests for mailed documents must be accompanied by an additional, non-refundable fee of $20.00 to cover postage and handling. Checks are to be made payable to the Aquinnah Wampanoag Tribal Housing Authority.
A completed Bid Form; Experience Statement; and Bid Security in the amount of five percent of the Total Bid must be submitted with the Bid. The Bid Security may be either a proposal guaranty bond executed by a surety company authorized to do business in the Commonwealth of Massachusetts, or a certified check drawn upon a bank within the Commonwealth of Massachusetts. Bid Security shall be made payable to the Aquinnah Wampanoag Tribal Housing Authority. Bids submitted without Bid Security will not be considered.
The successful Bidder must furnish: 100% Performance Bond, and begin execution of this contract within the time period stipulated in the Notice to Proceed. Construction under this Contract will be aided by Federal Grants under the Indian Health Service (IHS) Sanitation Facilities Construction Program and Environmental Protection Agency. The Contractor will be required to meet all applicable IHS requirements. Wages paid to employees must comply with the minimum established by the United States Department of Labor Wage Determinations. All work must be performed in accordance with the law and the requirements of the funding agencies. The Bidder shall take affirmative steps to assure that small, minority (e.g. 51% Indian-owned and operated Economic Enterprises) and women's businesses are used when possible in Bidder's subcontracts. Preference in the award of this contract shall be given to Indian and Alaska Native organizations and economic enterprises. The Owner shall give preference to a 51% Indian-owned Economic Enterprise so long as the bid by this enterprise does not exceed the lowest bid submitted by more than five percent. “Indian-owned Economic Enterprise” means any Indian-owned commercial, industrial, or business activity established or organized for the purpose of profit, provided that such Indian Ownership shall encompass active operation and control of the enterprise. All preferences shall be publicly announced at the bid opening. Any contract claiming Indian preference shall give evidence as required by the Owner, to support its claim prior to bid opening.
The Aquinnah Wampanoag Tribal Housing Authority reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and accept any Bid that it may deem to be in its best interests.
