Federal immigration officers arrested a Vineyard Haven man facing homicide charges last month as part of a regional operation that targeted five foreign nationals wanted for murder charges in their home countries. The detained individual is now held in Plymouth. 

Altieris Chaves Paiva, 38, a Brazilian national, was detained by the U.S. Immigration and Customs Enforcement (ICE) Boston on April 5 for an alleged murder in Brazil. A Brazilian arrest warrant was issued for Paiva in April of 2024, and he was subject to an Interpol Red Notice, which Interpol states is sent to law enforcement agencies globally to arrest an individual “pending extradition, surrender, or similar legal action.”

According to Edgartown District Court records, Paiva lived at 21 Cromwell St. in Vineyard Haven in 2024, but it is uncertain how long he lived at the property. Oak Bluffs police previously arrested Paiva in 2024 on charges of operating under the influence of alcohol, negligent operation of a motor vehicle, and a marked lanes violation. In January of this year, he was sentenced to one year of probation under administrative supervision for his crimes. 

Paiva was arrested in Falmouth and taken into ICE custody at Plymouth County Correctional Facility on April 5. He remains at the prison as of May 11. 

Paiva was one of the five foreign fugitives arrested by ICE Boston last month. All of those detained were wanted for alleged homicide or murder charges in their native countries. 

“Even though some of these foreign fugitives had no criminal charges in the United States, all endangered our New England communities,” David T. Wesling, acting field office director of Enforcement Removal Operations (ERO) Boston, a part of ICE, said in an April 16 press release. “We will continue to pursue these dangerous criminal aliens that sanctuary politicians fight to protect.”

The Times reached out to ERO Boston, but a representative was not immediately available for comment.
