SPECIAL TOWN MEETING

April 12, 2011

County of Dukes County, ss:

To either of the Constables in the Town of Edgartown in the County of Dukes County,GREETINGS:

In the name of the Commonwealth of Massachusetts you are hereby directed to notify and warn the inhabitants of said Town, qualified to vote in elections and Town affairs, to meet in the Old Whaling Church (Methodist Church) on Main Street in said Edgartown on Tuesday, the twelfth day of April, Two Thousand Eleven at seven o’clock in the evening, then and there to act on the Articles in this Warrant:

ARTICLE 1. To see if the Town will vote to appropriate from Free Cash the sum of $37,456.00 to be added to the Fire Department Salary Account, said sum to provide needed coverage for two employees that have been unable to perform their duties since July 1, 2010.

ARTICLE 2. To see if the Town will vote to appropriate from Free Cash the sum of $28,715.00 to repair and upgrade the ladder truck for recertification.

ARTICLE 3. To see if the Town will vote to appropriate from Free Cash the sum of $2,500.00 to fund Fire Department Salaries for Inspectors for the remainder of Fiscal Year 2011.

ARTICLE 4. To see if the Town will vote to increase the following permit fees: for the installation of an underground tank from $50.00 to $150.00, for removal/transport of a residential underground tank from $50.00 to $100.00, and removal/transport of a commercial underground tank from $50.00 to $100.00.

ARTICLE 5. To see if the Town will vote to appropriate from Free Cash the sum of $40,000.00 to purchase and equip one new police cruiser; and further, to authorize the Chief of Police and the Board of Selectmen to dispose of one cruiser in the best interest of the Town.

ARTICLE 6. To see if the Town will vote to appropriate from Free Cash the sum of $8,987.66 for retro payments to one Traffic Officer and four Special Officers whose pay rate has been incorrect since the Annual Town Meeting in 2007, when their positions were upgraded.

ARTICLE 7. To see if the town will vote to appropriate from Free Cash the sum of $10,361.07 to be added to the Assistant’s Salary to cover the time when the Animal Control Officer was unable to work due to an injury.

ARTICLE 8. To see if the Town will vote to appropriate from Free Cash the sum of $8,525.00 to fund the Town’s share of the Sengekontacket Estuaries study that has been completed by the University of Massachusetts Dartmouth.

ARTICLE 9. To see if the Town will vote to appropriate from Free Cash the sum of $4,985.62 to fund the Chief Operator Wastewater salary line item for back pay owed in Fiscal Year 2009 and fiscal year 2010.

ARTICLE 10. To see if the Town will vote to amend Article 21 from the Annual Town Meeting held on April 13, 2010 to read: “To see if the Town will vote to appropriate from the Fiscal Year 2010 Community Preservation Historic Preservation Fund $25,000 and from the Fiscal Year 2010 Community Preservation Budgeted Reserve Fund $25,000 for a total of $50,000 to be paid to the Martha’s Vineyard Preservation Trust for restoration of the “Town Bell” in the Whaling Church. The Whaling Church is in the Historic District and on the National Register of Historic Places.”

And you are directed to serve this Warrant by publishing an attested copy thereof in one newspaper having general circulation in said Edgartown, fourteen days, at least, before the time of holding said meeting or by posting it in six or more conspicuous places in Town at least fourteen days before the time of said meeting.

HEREOF FAIL NOT, and make due return of the Warrant with your doings thereon to the Town Clerk at the time and place of meeting as aforesaid.
