Plenty of blame to go around. The laissez faire culture of the VH government and the town’s failure to adequately support the office of building inspector? The owner’s “not me” claim strains credulity — she did have a nearly $6 million investment in the property? But it was builder Rosbeck’s hand that was closest to the destroy switch.
